Conservatives: how do you feel about rationing of health care by insurance companies?

Is it better to be denied by an insurance company or government? In countries with UHC, they have the private option and the public option (Ireland, Australia, France, Britain,etc.) so at least they have options (plural) and not one option (singular) only.
