We traveled thru Kansas, via SR RT. 50. Can anyone tell me why there are round bales of hay along the road?

Around Dodge City, Kansas, for several miles, there are round bales of hay laying along the highway on both sides of the road. Did they just mow the gr along the fence lines and bale it and leave it there, or is it there for another reason?
