What actually happens when a movie gets banned a country?

For instance I just came across this movie called, "Cannibal Holocaust". I haven't seen it but after viewing it on wikipedia I have become intrigued and I'm trying to find where I can see it? So, What happens if a person is caught with a movie that has been banned in your country? By the way, how can you actually ban music, movies, or anything other than drugs really?
