He never texted me, is he worth it?

I really like this guy and we talk all the time online and through texting. I have hung out with him twice and both times were really fun. Howveer this weekend, I knew he was really busy, but he said he would be available at night. So He said earlier on friday that we should hang out that night. I of course agreed. Then later than night he texted me and said that we should do it on saturday night instead because the weather was nasty out and he was really tired. I was a little dissapointed but I said it was no problem and that i would see him tomorrow. I then told him to text me tomorrow night. Howver on Saturday, It was getting kind of late, and the weather was really terrible, like snowy and windy, so i was thinkin that we probabaly would not end up hanging out. But i was just waiting for him ot text me anyway. Howver i couldn't wait any longer, and so i finally texted him and he answered right away. He then replied that he was with his frined and that he wouldn't be doing anything because of the weather. Shouldn't he have texted me earlier though if he cared?! He said he really would have liked to hang out but the driving was crappy, he was far away, and had no gas or money with him to buy it. Obviously it was just really bad luck, but I just want to know if he is worth it and if I am being too sensitive. I don't want to always be the one nagging him to hang out, but i really like him! Ha this is confusing sorry, but any advice?!
